Herzog studied at the Dusseldorf Academy under notable German artists, but demonstrated a great enthusiasm for travel as a student; he leapt toward opportunities to explore and capture the essences of Norway, Holland, Italy, and Bavaria and other nearby countries. His European scenes yielded success early in his career, but in 1970 he immigrated to Philadelphia, in the United States, where his landscapes had already been exhibited at the Pennsylvania Academy of Fine Arts for the past seven years.

The prolific artist continued to honor his adventurous nature in the States, traveling around the country to record Nature’s most striking compositions. He produced many popular works which depicted scenery such as the Hudson River, Lake George, Maryland’s eastern shore and the Chesapeake Bay, Niagara Falls, Maine, and Florida; his artistic drive also called him to the far west, where he produced landscapes of Wyoming, Salt Lake City, Yosemite Valley and California in order to convey the character of American vistas.
By 1880, Herzog had made a fortune through investments in the Pennsylvania Railroad, and painted strictly for pleasure – however he never stopped fervently producing landscapes. He was not a recorder of specific places; rather his paintings were artistic experiments in capturing the changing effects of light, atmosphere, and varieties of terrain.
